PM Modi launches skill development programme

Prime Minister Narendra Modi on Wednesday launched the "Skill India" campaign, which aims ensuring that 24 lakh young people are trained by the end of this year and 40 crore by 2020. "This initiative is not merely to fill pockets but to bring a sense of self-confidence among the poor," PM Modi said.

PM Modi made a strong pitch for Industrial Training Institutes or ITIs, saying, "In the last decade, we made a name for ourselves in the world through IITs. The world accepted our IITs as good institutions. But in today's world, the focus is ITI."
India, he said, with its large workforce, has the potential to become the HR capital of the world. "But are we ready for it?" PM Modi asked, adding, "We have to map the requirements of the entire world and then provide Human Resources to them accordingly."
The skill India initiative he said was part of the war his government's war against poverty. "We have systematically launched a war against poverty and we want to win it with an army of poor people who are my soldiers," he said.
"The boy who cleans the car slowly tries to learn how to change a gear. We take a risk and let him drive. Can't we provide him with a certificate for that skill? We are making arrangements to provide them certificates for their skills which will be no less that an engineering certificate," the PM promised.
"Through this mission we want to fulfil dreams of people and we want to do it in a structured way, taking states together," he said on a day that he had multiple meetings with Chief Ministers from across the country.
The PM said it was necessary to create structures and mechanisms to nurture youngsters, enabling them to find employment. "India's youth is not happy simply asking for things. He or she wants to live with pride and dignity," he said.
The National Skill Development Mission will "converge, coordinate, implement and monitor skilling activities across India," according to Skill Development and Entrepreneurship Minister Rajiv Pratap Rudy.
A flag-ship scheme, the Pradhan Mantri Kaushal Vikas Yojana unveiled today seeks to incentivise skill training by providing financial rewards to candidates who successfully complete approved training programmes.
It targets reaching 24 lakh youth across India over the next one year.
A 'Skill Loan' initiative has been launched, where loans from Rs 5,000 to Rs 1.5 lakh will be available to more than 34 lakh youth, who seek to attend skill development programmes, over the next five years.
