Defence delays hit private players
Two years ago Pranab Mukherjee tweaked India's defence procurement rules to make sure Indian companies gain from every defence deal signed with a foreign supplier.Under the offset agreement, as it was called, 30-50 per cent of the value of the deal had to be sourced from Indian companies and several private players.
