Baltal is the place that has divided Jammu and Kashmir. This is the land that was first transferred to the Amarnath Shrine borad and then the order was later revoked. But while the state is now going up in flames with demands for the transfer, it turns out that the forest department that issued the transfer order does not own most of the land in the first place.
