Twenty-five Panchayats in Haryana collectively issued a diktat not to pay electricity bills this summer because they allege that they hardly get electricity for four hours a day.Anyone who violates the diktat will be fined Rs 1100, he will have to organise a feast for 100 villagers and also face social boycott.
