Stiff opposition to family welfare cess
First the Orissa government banned people with more than two children from contesting panchayat elections and now it is considering a proposal to impose a family welfare cess mooted by the state Finance Commission. Although the commission has said this is meant to arrest population growth, many see it as a desperate attempt to collect as much revenue as possible.
