The by-elections to 51 assembly seats and two Lok Sabha constituencies across 17 states and the Union Territory of Puducherry has thrown up a few surprises, especially in BJP-ruled Bihar and Gujarat. The BJP and its allies, which held nearly 30 of the assembly seats, ended up with 26. The Congress won 12, keeping an even tally. Asaduddin Owaisi's AIMIM opened its account in Bihar. Chief Minister Nitish Kumar, who rules Bihar in alliance with the BJP, suffered a setback, managing to win only one of the four seats his Janata Dal United contested. In Gujarat, the Congress and the BJP won three seats each.

The BJP is set to form governments in Maharashtra and Haryana in the first round of assembly elections following its landslide victory in the Lok Sabha elections. In Maharashtra, it got majority with ally Shiv Sena, though falling short of the score in the 2014 election. Haryana delivered a split verdict, where the BJP was the single largest party. Sources said the BJP will get support from six Independent MLAs. Calling the results an "unprecedented victory", Prime Minister Narendra Modi said the party intends to "work with the same zeal and dedication for the state's (Haryana's) progress". In Maharashtra, the Shiv Sena, buoyed by a hugely improved performance, is talking of a 50:50 division of ministry berths and a turn at the Chief Minister's post. In the bypolls held across 17 states and one Union Territory, the BJP and its allies won 26 of the 51 assembly seats, the Congress won 12.

Prime Minister Narendra Modi's BJP and the Shiv Sena appear set to retain Maharashtra, as votes are being counted. In Haryana though, the BJP has a slim lead over Congress with Dushyant Chuatla's JJP emerging as a possible kingmaker. The BJP, which is in power in both states, where elections were held on Monday, hopes to reinforce its national election victory with two more wins, with the opposition, especially the Congress and its Maharashtra ally Nationalist Congress Party of Sharad Pawar, seen to put up a weak fight. Exit polls had predicted a BJP victory in both states. A BJP win will be seen as an endorsement of the Narendra Modi government's policies after its re-election earlier this year -- including the move to scrap special status to Jammu and Kashmir and the National Register of Citizens (NRC) -- which were the central themes of its campaign. Counting of votes for bypolls in 17 states and one union territory is also being held today.
