Attacking the Congress at a rally in Assam, where elections will be held in a few months, Prime Minister Narendra Modi today said "those who could not do anything in the last 15 years expect me to do everything in 15 months." He promised to fast track development in the state, but did not announce any financial package. Later today, he will address 6000 students and others at the Indian Institute of Technology (IIT) in Guwahati.

Taking a dig at the ruling party, he said, "None of the promises made to the people of Assam for 12-13 years have been fulfilled. It has become a fashion not to give account of your own work but blame others."
The PM, who reached Kokrajhar almost an hour after he was scheduled to arrive as his flight got delayed due to bad weather, added that though "my address at the rally was late, I assure you that you will not have to wait for development in the state.".
"My three-point programme for Assam is - Development, development, development," he said and spoke about fast-tracking the development in the region with the BJP's first pre-election ally in Assam the Bodoland People's Front or BPF.
At the rally in Kokrajhar that was organised jointly by the BJP and the BPF, he promised that the BJP would ensure all-round development of Bodoland Territorial Council (BTC) areas which, he said, had been "betrayed" by Congress. The BPF split with the Congress in 2013.
The PM, however, did not announce any big central packages for Assam or the Bodoland Territorial Areas District (BTAD)
In full page ads in Guwahati's newspapers today, Assam's ruling Congress greeted the PM with 10 questions - mostly accusing the BJP-led Centre of denying the state central help.
The Congress has ruled Assam for the last 15 years. The BJP, which as seen a surge in its support base and had won half of Assam's 14 parliament seats in 2014, hopes to wrest the state from the Congress.
The BJP is also in talks for an alliance with the Asom Gana Parishad or AGP and the United People's Front - a rainbow coalition of parties representing different tribes and which claims to have an influence over 30 seats in Assam.
From Kokrajhar, he will return to Guwahati in the afternoon and is scheduled to address a youth rally at the Veterinary College Ground at Khanapara. Organisers say they expect a massive turnout.
He will then visit IIT where he will inaugurate an Indian Institute of Information Technology (IIIT) and a Communications and Information Technology Centre before his address. Students of central universities of the North East are expected to join through videoconference.
