Cop overseeing inquiry against himself!

Mumbai: Naresh Punjabi, Maharashtra unit chief of All India Human Rights Association (AIHRA) is worried about his own human rights. "I had made complaint against the senior official of NRI Police Station with the city police commissioner after which I realised that the matter was forwarded to the same official against whom I made the complaint," Punjabi said.

Punjabi, a Vashi resident had registered a case against a person before the magistrate at Thane in a cheating case in February 2009. "After 11 months of the case being registered, the person against whom I registered the case was attacked by two unidentified people after which he blamed me for the incident and then registered a case against me with NRI Police Station. The Sr Police Inspector Rafeeq Bagwan demanded Rs 2 lakh from me and threatened to cancel my weapon's licence if I did not pay up," Punjabi said.

Punjabi then wrote to Navi Mumbai Police Commissioner Ahmad Javed. "The issue might have been surely forwarded, but I was shocked to see a letter from Bagwan himself saying that he is the one who is looking after the enquiry against himself. He wrote me a letter to give my statement in this issue. I wrote back to him saying that I cannot give my statement to the person against whom I have the grievance," Punjabi said adding, "I am having my revolver with me since 10 years. If it was supposed to be cancelled because of my involvement in the case, they should have cancelled it when the case was registered but they cancelled it after I got anticipatory bail from the High Court."

When contacted, Bagwan said, "Writing the letter and conducting an enquiry is our official duty. Punjabi has a criminal record and has serious offences registered against him. His bail was rejected by the sessions court, so he approached the HC. His weapon licence was cancelled because of his involvement in a serious offence due to which he is claiming that I demanded the money."
