Delhi Govt to bring bill to check touts

New Delhi: Delhi Chief Minister Sheila Dikshit has said that the state government will - in the Winter Session of the Assembly - introduce a bill seeking to curb touts in the city.

The decision to introduce the Delhi Prevention of Touting and Malpractices against Tourists Ordinance 2010 in the Assembly was taken in the Cabinet meeting held on Monday.

"It (the act) will prevent enticing, misguiding or coercing for shopping, accommodation, transportation, sight-seeing or pestering for any particular premises, establishment, dealer or manufacturer for personal consideration," said Dikshit.

As of now, Delhi does not have any specific act to deal with touts.

The new act, as passed by the Assembly, will replace an ordinance promulgated by Delhi Lieutenant Governor Tejendra Khanna October 1 before the Commonwealth Games.

The provisions of the bill will be enforced by the Delhi Police.

"The offences will be cognizable and bailable. Any persons who touts or commits malpractice shall be punished with imprisonment for a term which may extend to one year or with fine which may extend to Rs.10,000 or with both," she said.

The draft bill also ensures for speedy investigation and trial of offences.
