Shankar Balburi, a tea stall owner in Mumbai, was beaten up by Constable Laxman Shivaji Shirke deployed at the Bombay Exhibition Center, Goregaon (E) on security duty.
The incident took place outside the exhibition centre around midnight, when Laxman hit Shankar brutally with his belt. Laxman was having an argument with a taxi driver over a parking issue when Shankar interfered to settle the matter.
"I run a tea stall here and I just asked him why he was having an argument with the taxi driver. He started hitting me with his belt. Even when he was drunk on duty, nobody came forward to stop him," said Shankar.
According to eyewitnesses, irritated by Shankar's interference, Laxman removed his belt and started hitting him on the head. When this reporter reached the spot, another constable took Laxman inside the gates of the exhibition centre.
The public got angry and demanded the police to take some action. Both Laxman and Shankar were taken to Goregaon police station.
On reaching the police station, Laxman started having an argument with Shankar and in front of all the officers he started beating him again, said a police officer. When we tried to talk to Laxman, he said, "In India if Qasab has not yet been hanged, what will they do to me? I will do what I want."
No case was registered till 5 am. While Laxman slept on a bench in the police station, Shankar was asked to go for a medical check-up by the police.
"Police did not take the constable for a medical check-up and he was sleeping in the police station. If a common man had committed this crime, the police would have behaved differently," said Shankar.
