Vaishali, Bihar: Eight-year-old Komal has trouble moving around. Her right arm is fractured. She's skipping school. Even if she were better, her parents say they'd be reluctant to send her back.
Komal was allegedly attacked by a teacher with a stick on Tuesday. She says after her arm broke, she fell to the floor crying. She says the teacher was incensed that Komal had not been able to contribute two rupees for the school's Independence Day celebrations.
The fee is applied to all students at this and other government schools in Bihar.
The teacher who allegedly attacked her, and the school principal, deny that Komal was beaten. They do, however, admit to demanding the Independence Day fee from all students.
