Jaipur: Most high-rise buildings in city are incomplete

Jaipur: You may be enjoying life in a luxurious flat in a high-rise building at a posh location like Civil Lines. But do you know if the building has been declared officially complete by the Jaipur Development Authority (JDA)?

Most of the high-rise residential apartments in the city do not possess the mandatory 'completion certificate'.

"Though you may be a bonafide buyer of the flat but you can loose your insurance claim in case of a fire or theft if the insurer objects that you are living in an illegally constructed property. The demolition of illegal construction by JDA in the building may also cause damage to your investment," said a legal expert.

Even the builders accept that there may not be many building with completion certificates before handing over the flat to the buyers. "The process of claiming a completion certificate is very lengthy as one has to comply with fire security regulations, parking norms, water harvesting structures, landscaping and other rules described in rule 14 of JDA bye-law," Gopal Gupta president of Builders and Promotes Association of Rajasthan said.

There is very little information available for consumers on the issue. "I had sought information on the completion certificate for the high rise buildings in Civil Lines areas but I have not got any response so far," Harsh Rathore a RTI applicant said. Experts say almost all the buildings violate the construction permission through approval of site map.

"There are no compounding rules in JDA bye-law and practically speaking minor changes from the approved map creep up in any project during construction. In absence of compounding rules the whole building is considered illegal and same is the case with most of the buildings in the city," Gupta said.
