New Delhi: Delhi Police vigilance branch has recommended disciplinary action against its 28 personnel, including four Station House Officers (SHO), for not delivering services to the satisfaction of the people, a senior official said today.

"So far, 28 such police personnel have been short-listed and the Vigilance Unit has recommended disciplinary action against them," DCP Vigilance, Sindhu Pillai said.

Action against the SHOs of Paharganj, Anand Vihar Railway Station, Prahladpur and Sanagam Vihar police stations have also been recommended for supervisory lapse.

On an average, teams from Vigilance Branch, carries out surprise checks in 50 police stations on various parameters of public satisfaction.

Between September 2014 and June 2015, 480 surprise checks of police stations have been carried out, she said, adding that parameters chosen for these checks include response of policemen to complainants regarding registered FIRs, and those in rape, molestation, kidnapping and missing cases.

Other parameters include behaviour with complainants visiting police station to lodge their complaints and promptness in registration and investigation of cases of motor vehicle theft.

Investigation of kidnapping and Protection of Children from Sexual Offences Act, 2012 (POCSO Act) cases too form the parameter on which Delhi Police personnel are judged during these surprise checkup, Mr Pillai said.

For determining efficiency of police response and satisfaction of public, Vigilance Branch also sends decoy complainants apart from talking directly with the complainants and those registering FIRs. Police station records are also examined for the purpose.

The Public feedback revealed that most persons interacting with police complained against reluctance to register FIR and provide its copy, lack of adequate effort in investigation, apart from harassment through delaying tactics, added the officer.
