New Delhi: The man behind the CBI raids on Arvind Kejriwal's top officer is Ashish Joshi, who was once handpicked for the Aam Aadmi Party (AAP)'s pet project, the Delhi Dialogue Commission.

It was Ashish Joshi's complaint against Mr Kejriwal's principal secretary Rajender Kumar that led to the controversial CBI raids yesterday at the offices of the Chief Minister at the Delhi Secretariat.

Mr Joshi was sacked by Mr Kejriwal in April as member-secretary of the Delhi Dialogue Commission, which was set up by the Aam Aadmi Party to come up with new and big ideas, identify best practices from around the world and advise the state government on good governance.

Mr Kejriwal heads the commission and journalist-turned-AAP leader Ashish Khetan is its vice-chairman.

Mr Joshi's exit just a month after his appointment was acrimonious. He alleges that he fell out with AAP over the constant interference of its leaders.

"I was threatened by Sanjay Singh and Ashish Khetan. They barged into my office with AAP volunteers and threatened me," Mr Joshi told NDTV.

The Delhi government reportedly said in a letter to Mr Joshi's parent cadre, the Telecom department, that he had been "found smoking cigars and chewing tobacco in office premises." He was also accused of speaking to the media and hiring his own staff without consulting his superiors.

"No reason was given. On 16 April, at 8.50 pm a special messenger came with a repatriation order, as if I am a terrorist and I will run away," Mr Joshi told reporters at the time.

"I got a phone that there was a complaint to my cadre, telecom, that I smoked cigars and consumed gutka (tobacco). That is my personal life. I never did it in office," he said.

After his sacking, Mr Joshi made several allegations against the AAP government and alleged that it was not acting against corruption within.

He filed a complaint against Rajender Kumar in July, alleging that Mr Kumar, along with his friends, had formed a company for getting projects without tenders, at a huge loss to the government.
