Issue Advisory On Sharp Kite Threads: High Court To AAP Government, Civic Bodies

Concerned over the use of razor sharp kite-flying threads issued advisory ahead of Independence Day.

New Delhi: Voicing concern over the use of razor sharp kite-flying threads, the Delhi High Court on Thursday asked the AAP government and the civic bodies to issue advisory ahead of Independence Day making the public aware of their fatal effect.

A bench of Chief Justice G Rohini and Justice Sangita Dhingra Sehgal also said the Delhi Police Commissioner shall ensure that advisories are issued by all authorities concerned so as to "prevent any untoward incidents in Delhi".

"In public interest, we direct office of the Divisional Commissioners/Directorate of Information and Publicity and all Municipal Corporations to issue advisories within three days from today through various modes to make public aware of the fatal effects of use of razor sharp thread/manja made of nylon/plastic/synthetic using glass/metal and/or other toxic materials," the court said.

It issued the direction after the AAP government informed it that since notification cannot be issued immediately, advisory may be issued to the general public by the local governing bodies as well as Delhi Police to create awareness at large that use of synthetic manja/nylon thread and all similar synthetic threads for kite flying can prove fatal to human life as well as other living creatures.

Earlier, the Delhi government had informed the court about its draft notification imposing a complete ban on sale, production, storage, supply and use of nylon, plastic and Chinese manja and other kite-flying thread that is sharp or made sharp by being laced with glass, metal or other sharp objects in National Capital Territory of Delhi.

Taking note of the government's contention, the court directed the Delhi government to expedite process of inviting suggestions/objections from the general public.

It also asked the government to issue notification as per the procedure laid down under Enviornment (Protection) Rule, to tackle adverse effects of razor-sharp kite flying threads on humans and other living creatures as soon as possible.
