Every German university is autonomous and hence every university has its separate set of eligibility criteria required for admission to a Master or Research program.
There are certain general requirements though. For a Master's program, a 4-year Bachelor's degree is recognized as equivalent to a German Bachelor degree. In case of a 3-year Bachelor degree, you may contact the concerned university. In case of a PhD program, a Master degree from a recognized Indian University is treated at par with a Master's degree from a German University. However, again an applicant should clarify the eligibility requirements from the University first.
In some cases you may have to provide TOEFL, IELTS, GMAT, or GRE score. In case you are applying for a program which is taught in German language, your German language skills would be certified through examinations like the TestDaF or DSH.
