VVPAT to enable electors to check wrong vote
Raipur: Electors in Chhattisgarh will be able to challenge their vote if difference appears in the paper slip generated from Voter Verifiable Paper Audit Trial (VVPAT), an independent verifying system attached to EVMs, and the actual vote cast by them.

For the first time, VVPAT system will be used in Chhattisgarh which will enable the voters to see the vote cast by them, chief electoral officer Sunil Kujur said. (Full coverage:India Votes 2014)

A wrong claim of difference in the presented paper slip could lead a voter to imprisonment for six months or fine of Rs 1,000 or both under section 177 of the IPC, he said.

As soon as a vote is cast, a receipt will be generated showing the serial number, name and symbol of the candidate.

The slip, once viewed, will go back to a container attached to the EVMs.

If a voter alleges that the paper slip generated by the printer has shown the name or symbol of a candidate other than the one he/she voted for, the presiding officer will obtain a written declaration from the elector, he said.

The voter has to submit a declaration letter under Rule 49D of Election Conduct Rule 1961 to the presiding officer.

After casting the test vote, on finding that such claim was wrong, a provision is there to jail the voter for six months or fine of Rs 1,000 or both under section 177 of the Indian Penal Code, Mr Kujur said.

Raipur parliamentary constituency is among the three Lok Sabha seats where VVPAT will be used in the coming general elections, he said.

Collectors of two districts- Raipur and Balodabazar-which fall under the ambit of Raipur Lok Sabha seats have been asked to ensure preparation in connection with the use of VVPAT.

Hyderabad-based manufacturing company of the VVPAT-Electronics Corporation of India Limited (ECIL) will ensure the supply of 2,785 units of VVPAT for Raipur seat, the official added.
