Mumbai:

26/11 martyr Tukaram Ombale was among those responsible for capturing Ajmal Qasab alive. But he was armed with just a lathi and he didn't survive.

Like other brave men, he was betrayed by poor equipment.

Days after the attack, the Maharashtra government promised a whopping 127 crore toward police force modernisation.

The police came up with an exhaustive shopping list, but six months after none of this has been purchased. The police still have to finalise who they will buy it from.

Wish List: Still Pending

-15 grenade launchers

-175 M4 - 5.56 mm carbines

-32000 carbine cartridges

-1000 Smith and Wesson pistols

-250 bullet proof vests

-100 bullet proof helmets

-12 Digital Video Cameras

-18 night vision binoculors

-12 GPS Device

-2 Satellite Phones

The government claims the equipment will arrive soon. Says Nitin Raut, Minister of State for Home, Maharashtra: "As the part of the modernization programme we have placed the orders. The orders were placed sometime back and a few of the equipments are even purchased."

Most of the government's promises seem to have been caught in red tape and Mumbai faces the uncomfortable reality that for the police force not much has changed since 26/11.
