The station in-charge of Chaubepur, Rahul Tiwari, has already been suspended. He had not only refused to file a First Information Report against Vikas Dubey, he had also decamped when the police operation against him was about to start. He is currently being questioned by the police.
Dayashankar Agnihotri, a gang member of Vikas Dubey, was arrested this morning. "He (Vikas Dubey) received a phone call from the police station before the police came to arrest him," he was quoted as saying by news agency ANI. After this, Vikas Dubey called around 30 people. "He fired bullets on police personnel. I was locked inside the house at the time of encounter therefore saw nothing," ANI quoted him as saying.
ANI also quoted an operator of Kanpur's Shivli Power Sub-station, Chhatrapal Singh, saying on July 3, he received a phone call from Chaubeypur Power Station "to cut power in Bikaru village as a power line was damaged there."
Postmortem report of the policemen, who had walked into an ambush before dawn on Friday, has shown that Deputy Superintendent of Police Devendra Mishra had sustained five bullets in his chest, stomach and right leg. His body also bore multiple gashes, probably made by an axe, doctors said. Another officer, Mahesh Yadav sustained eight or nine bullet injuries. One policeman died of excessive bleeding.
Devendra Mishra, who had filed the attempt to murder case against Vikas Dubey and organised the operation to arrest him, was dragged into the house of Dubey's aide Prem Prakash Pandey and killed. His 9 mm pistol was recovered from the house. Prem Prakash Pandey was killed in the encounter.
The police have recovered 15 live bombs, 2 kg explosives and 6 pistols concealed in the walls of Vikas Dubey's house, which was demolished on Saturday. The police had a tip-off that this gang had built a bunker at the house, “where the weapons have been concealed in the walls," said Mohit Agarwal, the chief of Kanpur Range.
The policemen had walked into an ambush on Friday morning when they went to catch Vikas Dubey at Bikru village, which is around 150 km from state capital Lucknow. Many of them were shot with their own weapons, including an AK-47. The team was forced to leave their car and walk in the pre-dawn darkness after finding an earthmover blocking the road.
The police have launched an extensive manhunt for Vikas Dubey, pushing in 25 teams who have searched more than 100 locations. Posters have been put up at the Nepal border. Searches have also been conducted near the borders of Madhya Pradesh and other states. A surveillance team has also been set up to scan more than 500 mobile phones in an effort to retrieve information about his current location.
The move to arrest Vikas Dubey came after a local, Rahul Tiwari claimed that the history sheeter had attempted to murder him. When Rahul Tiwari approached the Chaubepur station in-charge Vinay Tiwari to lodge a case, he refused. Rahul Tiwari then approached Devendra Mishra, who got a First Information Report registered.
Vikas Dubey, a notorious criminal mastermind, is wanted in more than 60 cases of murder, abduction, extortion and rioting. A criminal with political links, he was also the member of a political party in the past.
