Patna's City Superintendent of Police Shivdeep Lande may be penalized for the dramatic arrest of an Uttar Pradesh police officer on Sunday, sources told NDTV. Action might be taken on the basis of a Supreme Court guideline, going by which, there was gross violation of several parameters, they said.
Among other things, the guidelines say while conducting an arrest, police officers should wear clear and visible identification and name tags.
But during the arrest of UP Police Crime Branch Inspector Sarva Chandra, Mr Lande, known as much for his flamboyance as his policing, was seen in plainclothes. Mr Chandra was in full uniform, showed footage from television news cameras which had recorded the arrest.
The Bihar police have already ordered an inquiry into the matter, which is being conducted by Senior Superintendent of Patna police Jitendra Rana. The report is expected within the next few days.
Mr Chandra and a few other officers of UP police were in Patna on Sunday to question a mobile shop owner in a case of forgery and extortion.
Mr Lande's team claimed that the shop owner had lodged a complaint, alleging the UP policemen were demanding a bribe and threatening that unless the demand was met, they would be arrested.
The team said a trap had been set up for Mr Chandra. But they were forced to arrest him before he could accept the bribe since he was getting suspicious and looked ready to leave the spot. Mr Chandra was released since he was not found to be carrying any cash.
