'Can't Reveal Names Until Charges Are Filed': Centre on Black Money

New Delhi: Finance Minister Arun Jaitley today addressed the media on black money. Following are the highlights:

  • Discussion on Bilateral agreement on automatic sharing of information between India and Switzerland
  • A delegation of the Finance Ministry led by the Revenue Secretary had been negotiating with Swiss authorities in Bern
  • So far we only have a list of names and we wanted details of those accounts
  • A breakthrough was reached that in cases where there is independent investigation in India and evidence is collected, those details will be provided even if those accounts are on the HSBC list 
  • The present NDA government led by Narendra Modi isn't reluctant in making names public
  • The names can be made public with the due process of law and that has been constrained by a double taxation treaty which was entered into in 1995 when the Congress was in power
  • Swiss federal tax authorities have agreed to confirm genuineness of documents of foreign accounts
  • This visit was not related to a particular case; was about secrecy that exists in the Swiss banking system. No specific case was discussed
  • Where is the question of propaganda? We have no problems in making the names public under the due process of law and the treaty commitment by a previous government, whether good or bad, is process of law
  • The HSBC list and the Lichtenstein list has been thoroughly investigated
