The CBI today filed a closure report in the case related to Dr YS Sachan's death in a Lucknow jail last year, saying forensic evidence pointed to a suicide. Dr Sachan, Deputy Chief Medical Officer in the Family Welfare Department of the UP government, was found dead in the jail toilet on June 22, 2011.
The CBI report has also recommended an enquiry by the state government against jail warden Pahender Singh, head warden Baburam Dubey and the then IG Prisons VK Gupta for negligence in handling a note, allegedly written by Dr Sachan. The note, which says 'I am innocent', was concealed by Mr Gupta. The CBI is in possession of a photocopy of the note and the original is still missing.
The 111-page report said no evidence was found of anyone being present in the toilet where the suicide was committed. The nine wound marks on Dr Sachan's body were self-inflicted, the report concluded, and added that the blood stains at the scene belonged to the Dr Sachan.
Dr Sachan was arrested in April 2011 for allegedly commissioning the murder of his boss, Dr B P Singh. Two months later he was found dead.
In July 2011, Uttar Pradesh government asked the CBI to probe Dr Sachan's death after a judicial inquiry confirmed that he had been killed. Jail officials had earlier insisted that he had committed suicide. Post-mortem reports, however, showed he had serious injuries from what appeared to be a sharp weapon.
Dr Sachan was an accused in the National Rural Health Mission scam and the government alleged, that he wanted to prevent his seniors from exposing financial malpractices within his government. The department handles a 3000-crore budget, and many officials were allegedly conspiring with suppliers of medical products and services to swindle the government.
