Chief Ministers from across the country are in Delhi for a conference on internal security.
Madhya Pradesh Chief Minister Shivraj Singh Chouhan says:- On one hand, the government talks about fighting terrorism and Naxalism, and on the other you don't give us the necessary amount of money. Monetary help given to Madhya Pradesh has been decreased.
- Not only Naxalism and terrorism, fake currency is also a probem. The government is not paying attention to it.
- We have objections to NCTC as we believe that the state should do the state's job.
Assam Chief Minister Tarun Gogoi says:- All insurgent groups have links with the Maoists including Paresh Barua. There are 36 police stations over nine districts in Assam, which are affected by the Maoists
Narendra Modi's tweet on Gujarat by-poll:
Finance Minister P Chidambaram speaks after the NCTC meeting:- NCTC has been removed from the Intelligence Bureau. We have also modified some of its powers.
- I deeply regret that some chief ministers oppose NCTC even in its present form
- No Congress chief minister has opposed the NCTC
- On BJP win in Gujarat: You win but with which candidate? You win with a gun toting MP (speaking about Vitthal Radadiya). It's nothing to be proud of.
- I take serious exceptions of the statements being made against CBI's probe of Ishrat Jehan case
- The Gujarat government is interfering with CBI probe. To ensure that truth does not come out
- There is monthly account of what the Home Ministry is doing for internal security. That is one half of the white paper Modi is asking for. The report after every chief ministers' conference is the other part of the white paper.
- Narendra Modi wants to bring back TADA (Terrorist and Disruptive Activities (Prevention) Act) and POTA (Prevention of Terrorism Act). Why doesn't he say so clearly?

- I thank all voters for this win.
- This is most probably the last chief minister conference under UPA.
- The government should bring a white paper on how many suggestions by chief ministers have been acted upon. This has become a ritual.
- There should be two-pronged approach to tackle Naxalism. Along with areas affected by Naxals, we should also keep a watch on areas that are on Naxals' target.
- The Prime Minister and the Home Minister did not speak on NCTC. But it was on agenda and I would like to speak on it.
- I feel that making new institutions destabilises system.
- I made a very grave allegation today. That they talk of national security but their actions are of political security.
- The formation of new institutions is to serve this purpose
- The Centre has no faith in state governments. They held the panchayat readily but when it comes to state govt they ask many questions
- I also said that the government is constantly weakening the federal structure
- All states work together with the Centre but the Big Brother attitude adopted by the central government is not good
Chhattisgarh Chief Minister Raman Singh says:- I am not against NCTC but it should be cleared through the Parliament
- Maoism is not a problem of individual states, there is a need for a national strategy
- Maoism should be looked as a form of terrorism. More lives have been lost because of Maoist violence than terrorism
Excerpt from Jayalalithaa's speech read at the chief ministers' meeting:
Serious doubts exists about the operational effectiveness of a central agency totally manned by officials of the Intelligence Bureau, armed with powers of arrest and seizure. The Home Ministry proposal revealed a total lack of understanding of ground realities and big brotherly attitude.
