Serious doubts exists about the operational effectiveness of a central agency totally manned by officials of the Intelligence Bureau, armed with powers of arrest and seizure. The Home Ministry proposal revealed a total lack of understanding of ground realities and big brotherly attitude.

Chief ministers' conference adopts resolutions against Maoist violence

Prime Minister addresses chief ministers' conference:

• I welcome all the chief minister and all distinguished partners to this conference
• The meeting today has been called in the aftermath of brutal attack on Congress workers in Chhattisgarh. Such violence has no place in democracy
• Centre and states need to join hands to tackle this problem
• I must point out that challenge of Naxalism has received our serious attention
• A number of measure have been taken as our two-pronged approach
• We have adopted track strategy. These include improving the police, infrastructure and development. We have achieved some success.  
• Even when stressing on police action we must ensure people living in these areas get the benefits of the development scheme
• We have worked on the development of the Naxal-affected areas. And we have been successful to quite an extent
  
• There has been a decrease in number of people who died due to Naxal violence and increase in Naxals who have surrendered
• I hope state governments will work effectively with the Centre to tackle this problem
• 2012 saw a significant improvement in security situation in Jammu and Kashmir. Our attempt to stop infiltration has resulted in decrease in terrorist violence by one-third in comparison to 2011
• The implementation of various infrastructure schemes is working well
• The development of north-east region remains difficult due to insurgency. There has quite a progress in dialogue with insurgents and separatists groups
• Communal and secretarial violence has increased in the last year
• Crime against women and children need more focus
• There has been an increase in communal and sectarian violence in 2012. Maintaining communal harmony is imperative
• We have recently enacted several laws providing stringent punishment for crimes against women and children. 
• The time has come now who see the challenges of terrorism, communal violence, insurgency in a holistic manner.
  
• I urge everyone to work together to effectively tackle these situations.

• The May 25 Maoist attack in Chhattisgarh was an attack on democracy
• Development cannot happen without security
• Jammu and Kashmir has shown a marked improvement
• But jihadi terror groups continue pose a threat to India
• Militancy is growing again in Punjab
• Pakistan is trying to revive Punjab militancy
• Nepal and Bangladesh borders are being used by Pakistan-based terror groups
• The Lashkar-e-Taiba, Jaish-e-Mohammad and Indian Mujahideen are regularly funding terror through the Gulf and Western Union to fund terror attacks in India
• Number of terror training camps in Pakistan occupied Kashmir seems to have reduced
