Highlights of Home Minister P Chidambaram's address:

  • Soon NIA to set up new offices in Mumbai, Cochin and Lucknow.
  • Security related expenditure: 883 crores. NATGRID is work in progress.
  • The situation is peaceful as far as communal situation is concerned. 91 lives were lost in 2011.
  • Left wing extremism is the biggest threat to country. There is consensus on two-pronged approach: police action and developmental work.
  • One half of the cases were solved by the joint efforts of central and state. On the operational level, there is no conflict between central and state agencies.
  • Two factors: Effectiveness and ability to reach out to extremists (helped the matters in J&K).

Highlights of the Prime Minister's speech:

  • I hope implementation of infrastructure projects in North-East will lead to normalcy.
  • Centre is ready to work with state on bringing a strong and effective institutional mechanism. Situation in North-Eastern States remain complex. Pilferage of development funds by militants is hurting.
  • This is a struggle in which we cannot relax (on terrorism). Today terrorist groups are more lethal and nimble.
  • I am glad you are devoting a separate session on Left Wing Extremism. Threats from Left Wing Extremism require constant vigil.
  • Internal security is a matter in which the state and centre should work hand in hand... We have a long way to go.
  • This forum has proved its utility to strengthen security apparatus... I commend the efforts of the state.
  • Internal security situation by and large satisfactory since February 2011.
  • I hope this meet will lead to strengthening the rule of law. We should find ways and means of improving not just the numbers but also the quality of our personnel.
  • We have a long way to go. The so-called protracted peoples' war, waged by the CPI (Maoist), continues to target locals, blow away communication towers and abduct foreign nationals.
  • We will discuss National Counter Terrorism Centre (NCTC) in a separate meeting as desired by some CMs. There is no doubt that the states are at the forefront of fighting terror.
