Instead of a parliamentary board, the Working Committee -- the party's highest decision-making body which deliberated on the proposals made at the Chintan Shivir -- has decided to have a political affairs committee in every state and the Centre.
In her address, party chief Sonia Gandhi also said a compact Task Force will be set up to "drive the process of internal reforms that are essential and that has been discussed in different groups here". These groups will focus on the 2024 Lok Sabha polls and will cover all aspects of the organisation, outreach and alliances.
The "One Person One Post" and "One Family One Ticket" on which there was uniformity, was passed. But the rule leaves a loophole for the Gandhi family with its five-year rider.
The party has planned a "Bharat Joro Yatra", which will cover 75 km in every district. The foot march will begin on October 2, the birth anniversary of Mahatma Gandhi.
In his address at the end of the three-day Chintan Shivir in Rajasthan's Udaipur, Rahul Gandhi negated the possibility of a regional party replacing Congress as a pan-India opponent of the BJP.
"No regional party can fight this because this is a fight of ideologies. BJP will talk about Congress but not about regional parties as they know they have a place but they can't defeat them as they don't have that ideology," Rahul Gandhi said.
A proposal to pass a resolution to ask Rahul Gandhi to take over the party by the Youth Congress chief was also ruled out by the Working Committee.
Under the "One Person One Post" and "One Family One Ticket" rule, if the family members of a candidate want to contest, they will be allowed only if they have been active party members for five years. This makes Sonia Gandhi, Rahul Gandhi and Priyanka Gandhi Vadra eligible to contest.
The Congress rebels wanted a parliamentary board to take a call on election candidates and make the decision-making process inclusive. But it was seen by many as cutting down the powers of the party chief. Currently the Election Committee decides on candidates for the Lok Sabha and assembly polls.
Around 400 leaders, including Sonia Gandhi, Rahul Gandhi and Priyanka Gandhi Vadra, attended the Chintan Shivir held in the wake of the party's five-state defeat.
