Panaji: Defence Minister Manohar Parrikar "insulted" India's military, defence and police personnel when he suggested that terrorists should be used to neutralise terrorists, the Congress said in Panaji on Saturday.

"Stranger than fiction. If the defence minister of this country insults the military, defence, police personnel of this country that you hire terrorists to... it just beats my logic. How do I explain this to you?" the party's national spokesperson Tom Vadakkan said at a press conference, when asked to comment on Mr Parrikar's statement during a television show earlier this week.

Mr Parrikar, during an interactive programme on a national television channel, had said: "You have to neutralise terrorists through terrorists only. Why can't we do it, we should do it. Why my soldier has to bleed all the time?"

Mr Vadakkan said Mr Parrikar's theory of neutralising terrorists by using terrorists was "very strange".

"The police force is not required, the military is not required. You hire terrorists to kill terrorists. Very strange. I don't know (from) which part of the world he has learned this," he said.
