Disgraced diplomat chargesheeted for passing information to ISI

New Delhi: Delhi Police today chargesheeted disgraced diplomat Madhuri Gupta accusing her of passing  secret information to Pakistan's ISI during her posting in Islamabad.
      
Gupta, who was arrested in April, has been accused of being in touch with two ISI officials, Mubshar Raza Rana and Jamshed.

The over 700-page chargesheet and annexures filed before Chief Metropolitan Magistrate Kaveri Baweja sought the prosecution of the IFS Group B officer under various provisions of the Official Secrets Act and the Indian Penal Code.
      
Police has cited 30 witnesses to buttress the charges against Gupta. The judge said the chargesheet will be taken for consideration tomorrow. Gupta, who was brought in the court, denied all the charges against her. On being asked whether she has links with the ISI, Gupta told reporters outside the courtroom, "Ask the ISI."

Earlier, when Gupta was arrested, police had alleged that she was given one lakh rupees for allegedly passing secret information to ISI agents.
        
53-year-old Gupta, posted as second secretary, Press and Information at the Indian High Commission in Islamabad, was arrested on April 22 by the Delhi police's Special Cell under the Official Secrets Act on charges of revealing classified information to Pakistani officials.
        
She had allegedly passed on the information to the Pakistani agents by using email through her phone. Police recovered from her SIM cards she had obtained in Pakistan. The investigators had seized five computers from her office and residence in Islamabad.

The chargesheet also spoke about Gupta's alleged affair with the Pakistani handler Jamshed whom she planned to marry. She used to communicate with Jamshed who had a code name 'Jim'. "The contents of an email showed that she was in love with Jim (Jamshed). Both had planned to get married. It is further very clear from the content that Jim is a Pakistani. The motive is clear and established from the email," the chargesheet said.

Further, the police in the chargesheet referred to a letter written on October 3, 2009 by Gupta to Rana to establish her close intimacy with Jamshed.
        
The chargesheet referred to the contents of the letter in which Gupta had said,"I have done my best for him (Jamshed) and for his sake but he treats me like a dog. He has no consideration for me nor does he make any effort to understand my position. Till we are married and till I am in the present job, I have to behave accordingly. But Jim has strong objections to my socialising with any Pakistani. I am not used to sitting at home in purdah," the letter quoted in the chargesheet said.
        
Gupta wrote,"It is better that we part our ways. Tell Jim that Pakistani ko aajma ke dekh liya (I have understood a Pakistani)". In the letter, Gupta calls herself Javeria.
        
The police, in the chargesheet, claimed that Gupta was in touch with Rana and Jamshed after her introduction to Javed Rashid, a journalist of 'Jung' newspaper.
       
Rana created an email ID for her and asked her to send information to a particular email ID, the chargesheet said and also referred to recovery of two mobile phones from her possession besides one sim card and one Blackberry having Pakistani sim card.
        
The police said that Gupta was using the computer installed at her residence in Islamabad and the Blackberry phone to be in touch with the two Pakistani officials. It also claimed to have recovered 19 emails in her in-box, 54 in sent items and three contacts in her email.

Gupta's advocate Joginder Dahiya has refuted the allegation that she fell into a "honey trap" in Pakistan. "She(Gupta) told me that nothing like that has
happened. I don't know on what basis the police is saying this," Dahiya had said. He said Gupta has told the court that she is "innocent and being framed in the case".
        
A high-ranking Army officer and an external intelligence agency official have also come under the scanner of security agencies in connection with this case. During Gupta's interrogation and earlier surveillance, the security agencies had zeroed in on a couple residing in Rajouri district of Jammu and Kashmir who were in
regular touch through email and telephone with Gupta. The Rajouri-based woman had gone to Pakistan several times. The Army officer used to visit the Rajouri couple while he was posted in the region. He is related to the couple but his frequent visits aroused the suspicion of the security agencies.

Some of the emails exchanged between Gupta and the Rajouri woman are part of the documents being held as evidence against the diplomat. The chargesheet said Gupta visited Jammu and Kashmir in March this year following instructions given by Rana to procure the Annual Plan Report of the state.  Rana also wanted information on the proposed 310 MW hydro-electric power project to be set up in the state by 2020, the chargesheet said.
        
"She visited J and K at the instance of Pakistani officials and claimed in her official leave application that she wanted to attend the marriage of her friend's son," police alleged. 

The police claimed to have recovered 42 CDs and 21 floppies from her residence. The Blackberry phone, which contained 91 contacts, 18 photos and 25 emails, has been sent for forensic examination.
