'Incremental' talks between India and Pakistan could be held as early as this month, and pushing for renewed dialogue, New Delhi has proposed February 18th or 25th for these talks.
But even after India pursues resumption of talks, anti-India terrorist leaders met openly in Pakistan and Pakistan-occupied Kashmir (PoK).
Home Minister P Chidambaram broke Delhi's silence on the meeting of the top terror leaders.
"As far as Saeed and Salauhdin are concerned, they are the representatives of dark forces. Wherever and whenever they challenge us, we will meet them," he said at a press conference in New Delhi.
Diplomatic sources also admitted that the full normalisation of relations is not possible with terrorist leaders on the loose, but believe it's better for India to address its concerns across the table.
India has proposed Foreign Secretary level talks on February 18th or 25th in Delhi. Pakistan is expected to respond later this week.
Sources say the dialogue is not the structured Composite Dialogue that existed before, it's an 'incremental' one where terror remains the core issue. But humanitarian and trade issues can also be discussed.
Sources also say that India is even ready to discuss Balochistan if Pakistan brings it up, reiterating what the Prime Minister has told Parliament - that India has nothing to hide.
Sources in the government say they have no illusions about the outcome of this dialogue, but they believe that this is the time for engagement. They're also going in with a much more open mind which is why they won't get bogged down into giving the talks a name.
