Indian Statistical Institute Director Bimal Roy Removed on Graft Charges

Kolkata: Bimal Roy, Director of the prestigious Indian Statistical Institute (ISI) has been removed from the post on apprehension that he may indulge in indiscipline and mischief including financial impropriety.

The removal by the central government comes less than two months before the end of his tenure on July 31.

Sanghamitra Bandyopadhyay, Director-designate, who is at present on the faculty of the ISI, has been asked to discharge all administrative, financial and other duties of Director till July 31. She will take over as Director from August 1.

On June 8, the appointment of Ms Bandyopadhyay as director from August 1, 2015 by the ISI Council was accepted by the government which directed that disciplinary action may be taken against Bimal Roy.

Mr Roy could not be reached for his reaction.

The order said the whole matter was comprehensively deliberated and it was found "indiscipline is evident on the part of the present director Bimal Roy."

"A number of general and specific matters of financial and administrative irregularities which show the direct or supervisory responsibilities for acts of omission or commission on the part of the present Director, Prof Bimal Roy are available in the Ministry in various files on the different subjects.

"There is justified and reasonable apprehension that the present Director, Prof Bimal Roy may indulge in propagation of indiscipline and mischief, including acts of administrative and financial impropriety in the interregnum up to 31st July, 2015 (before the new Director, Prof S Bandyopadhyay takes charge on 1st August 2015)," the order said.
