Budget Session Live Updates: Prime Minister Narendra Modi is replying to a discussion on President Droupadi Murmu's address in the Rajya Sabha.

Earlier in the day, both House of Parliament witnessed intense protests by opposition members over the "deeply distressing and humiliating" manner in which illegal migrants were deported from the US to India, even as External Affairs Minister S Jaishankar said the Centre is engaging with the Washington DC to ensure those sent back are not mistreated.

"We are of course engaging the US government to ensure the returning deportees are not mistreated in any manner during the flight. At the same time, the House will appreciate that our focus should be on a strong crackdown on the illegal migration industry, while taking steps to ease visas for the legitimate travellers," Mr Jaishankar said in the Rajya Sabha.

Later in the day, he addressed the Lok Sabha on the matter, amid strong protests by opposition members, prompting Speaker Om Birla to adjourn the House till Friday.

On Wednesday, US Border Patrol Chief Michael W Banks posted a video of 104 illegal Indian migrants being led into a plane to deport them. The video showed that the people were handcuffed and their legs shackled for a flight that lasted nearly a day.

Amount Of Work Done By Us For Not Never Done Before: PM Modi

"The amount of work done during our tenure to empower poor has never been done before. The journey from being developing to developed nation passes through infrastructure, we have emphasised on infra development. India had to wait for years to get new technologies and lagged behind other countries," PM Modi said.

He also said that "image of Hindus was tarnished due to wrong polices of Congress as slow GDP growth was termed as 'Hindu rate of growth'." 

Emergency Period Crushed Spirit Of Constitution: PM Modi

Continuing to attack the Congress over Emergency, PM Modi said: "This country has also seen the period of Emergency and how the spirit of the Constitution was crushed. It was done for the sake of power. The country knows this."

He added: "The nation's youth has an important role in the making of Viksit Bharat...After nearly 30 years, we brought in a New Education Policy. We've also brought in education and examinations in one's mother tongue."

Speaking about the tax relief meted out to the middle class through the Union Budget 2025-26, PM Modi said: "We want to strengthen the middle class and the neo-middle class. In this Budget, we have made no tax on income of up to Rs 12 lakh..." 

PM Modi Continues To Attack Congress

"During former Prime Minister Jawaharlal Nehru's term at the Centre, a workers' strike was held in Mumbai. During that strike, famous poet Majrooh Sultanpuri recited a poem. After this, he was put in jail. Famous actor Balraj Sahni was also jailed only because he participated in a protest demonstration at the time. Hridaynath Mangeshkar Ji, brother of Lata Mangeshkar Ji, had written a poem on Veer Savarkar and wanted to sing it on Akashvani but was banned from Akashvani for life," PM Modi alleged.

Term 'Constitution' Does Not Suit Congress: PM Modi

"Today, we are moving forward by respecting and taking inspiration from the makers of our Constitution. Some people must be thinking of what this Uniform Civil Code -- that came into force in Uttarakhand recently -- is. Those who will read about the Constitution debate will get to know the truth," PM Modi said.

"The term 'Constitution' does not suit Congress as it handcuffed, chained leaders like George Fernandes during Emergency," he added.

"Today, we are moving forward by respecting and taking inspiration from the makers of our Constitution. Some people must be thinking of what this Uniform Civil Code -- that came into force in Uttarakhand recently -- is. Those who will read about the Constitution debate will get to know the truth," PM Modi said.

"Our government focused on skill development, financial inclusion, and industrialisation. We are realising the dreams of Babasaheb Ambedkar through PM Mudra Scheme. The welfare of poor and the deprived is our priority. Modi worships those ignored by others," the Prime Minister said in the Rajya Sabha.

PM Modi continued: "Today, attempts are being made to spread caste poison in the society... For many years, OBC MPs from all parties have been demanding constitutional status for the OBC Panel. But their demand was rejected, as it might not have suited their (Congress) politics. But we gave constitutional status to this panel."

BJP Government Strengthened ST, SC Laws: PM Modi

"We strengthened the SC and ST laws to ensure protection of rights of the Dalits and the oppressed. We worked for the disabled, we made plans for them and even implemented them. Under the principle of 'Sabka Saath, Sabka Vikas', we also worked for the welfare of the transgender community," Mr Modi said.

"Governance model of the Bharatiya Janata Party (BJP)-led National Democratic Alliance (NDA) us not appeasement, but 'santushtikaran' (satisfaction of all)," Mr Modi said. "Our attempt is to ensure optimal utilisation of resources for welfare of people," he added.

"The Congress model is mixture of lies, cheating, appeasement and nepotism. Nation first is BJP's priority, the people have supported our development model," Mr Modi said in the Rajya Sabha.

The President's speech was inspirational, effective and also showed the way forward to us all, Mr Modi said.

Attacking the Congress, he said: "The Congress is not expected to support "Sabka Saath, Sabka Vikas". The party has become like a family. "Sabka Saath, Sabka Vikas" is not possible in the Congress. The family comes first in the Congress."

Union minister S Jaishankar said the government is sympathetic towards the predicament of the 104 citizens who were deported from the US.

"Authorities have been instructed to sit with every deportee, find out how they went to the US, who was the agent, and what precautions are to be taken to discontinue the practice," he said.

Use Of Restraint Part Of US Policy On Deportation, Focus On Illegal Immigration: S Jaishankar

External Affairs Minister S Jaishankar said that standard operation procedures set by the US authorities in 2012 mandate the use of restraint on deportees on board a chartered or military flight. While women and children will not be restrained, the needs of restrained people, including food and other necessities, will be attended to.

Jaishankar said the government is engaging with the US to ensure deportees are not being mistreated.

He also emphasised that the focus should be on the strong crackdown on illegal migration.

Obligations Of All Countries To Take Back Citizens Living Abroad Illegally: S Jaishankar

Presenting a statement in the Rajya Sabha amid a row over the deportation of 104 Indians migrants from US, Foreign minister S Jaishankar said it is the obligation of of all countries to take back their nationals if they are found to be living abroad illegally.

He said that the process of deportation is not a new one and has been ongoing for several years.

Jaishankar said that mobility and migration play a key role in enhancing international relations. He added that it is in collective interest that legal mobility is encouraged, as illegal mobility is associated with many other activities of illegal nature.

The Centre is "seriously considering" enacting a new law to establish a framework which will promote "safe, orderly and regular migration for overseas employment". This move comes amid a row over the United States deporting over a hundred Indian migrants who landed in Amritsar yesterday on a C-17 US military aircraft, chained and shackled.

Ruckus In Both Houses Over Deportation Of Indians, Adjourned Till 12 PM

The Lok Sabha was adjourned till 12 pm, within 10 minutes of the House convening for the day, amid protests over the "humiliating" manner of deportation of Indians from the US.

The Rajya Sabha was also adjourned shortly after convening over the same issue.

'Indians Were Insulted": Opposition Protests Deportations In US

Lok Sabha proceedings began with the Opposition raising protests over the "inhumane and humiliating" way in which Indian immigrants were deported from the US.

As the Question Hour continued, the Opposition went on to raise slogans. "Jawaab dena hoga (You will have to answer)" was among the slogans that were chanted.

Congress To Raise Deportation Of Indians From US

Congress MP in Lok Sabha Gaurav Gogoi has moved adjournment motion to discuss the deportations of over 100 Indian nationals by the United States government "carried out under conditions that are deeply distressing and humiliating".

"This House must urgently address the issue to prevent further dehumanisation of our people and to uphold the dignity of every Indian, both at home and abroad," the Motion reads.

Congress whip in Lok Sabha, Manickam Tagore has also moved adjournment motion in Lok Sabha to discuss the "inhumane deportation of Indian Nationals by the United States and take all necessary steps to prevent the humiliation and mistreatment of Indian nationals abroad."

 In the Rajya Sabha, Congress MP Renuka Chowdhury moved a similar motion demanding that India should use diplomatic channels in the matter.

Maha Kumbh Stampede Raised In Parliament

The Parliament had earlier witnessed an uproar as the Opposition demanded a discussion on the stampede at Maha Kumbh, which left at least 30 people dead and 60 injured. They also demanded that a list of the names of those who died be released.

New Income Tax Bill Likely To Be Introduced

A new Income Tax Bill is likely to be introduced in Parliament today, which is set to replace the Income Tax Act of 1961.

During her Budget speech, Finance Minister Nirmala Sitharaman had announced that under the new tax regime, those earning a salary up to Rs 12.75 lakh will not be required to pay income tax.

The Budget Session of the Parliament commenced on January 31, with President Droupadi Murmu delivering her inaugural address. The first part of the Session will continue till February 13. The session will reconvene on March 10 and continue till April 4.
