Is Sibal undoing Arjun's deeds?

Human Resource Development Minister Kapil Sibal is setting his own agenda, an agenda different from that of his predecessor. The minister has struck down a key appointment made by former HRD minister Arjun Singh.

In the last days of his tenure, Arjun Singh had rushed through with many such controversial appointments.

Earlier while talking on this issue to Shekhar Gupta on NDTV's Walk The Talk programme, Kapil Sibal had said: "They won't. They won't. See what I am doing is of these universities they are 20 new ones. Right? Twenty are going to be world class and there are 20 existing ones."

Vice-Chancellor appointments weren't the only ones Kapil Sibal's predecessor made. On his last day in office, Arjun Singh sent his recommendation for the head of the CBSE.

He wanted an IPS officer Pragya Richa Shrivastava who's the vigilance officer in Kendriya Vidyalaya Sangathan but the Department of Personnel and Training wasn't so sure.

The government sent it back to the new minister for approval and NDTV has learnt Kapil Sibal has struck it down.

It's the first and most obvious instance of Kapil Sibal going against his predecessor's decision; insiders wonder if there will be many more such instances.

The ministry is now issuing advertisements for fresh applications to the post of CBSE chief that's been vacant for a year now.

Kapil Sibal wants it filled latest by September to push through his agenda of making Class 10 boards optional and replacing marks with grades.
