After a high-level meeting in Srinagar, sources in the Home Ministry say there is evidence of how some of the violence in the Valley is being planned and instigated.
Sources say officials are now looking at a number of intercepted conversations between different individuals and extremist elements that reveal deliberate attempts to plan and execute not just violence, but fatalities.
One of those intercepts - a recorded phone conversation - is as recent as this morning. The conversation is allegedly between two men, Ghulam Mohammed Dar and Shabir Ahmed Wani. It refers allegedly to a protest rally in Budgam. A part of the conversation mentions "10-15 people more must be martyred".
Sources stress, though, that that the government's assessment is that while those instigating violence may be arrested, there is recognition of genuine protests and anger that will have to be tackled politically.
After the Home Secretary's visit to Srinagar yesterday, the state government has been told to crack down on trouble makers. The Home Secretary GK Pillai told NDTV that the Centre had assured all help to the J&K government. "The situation is under control in Srinagar and is being watched closely. The Home Minister P Chidambaram too spoke on the Kashmir, saying he hoped Army would not be required there for too long. He said a major share of patrolling and law enforcement was being done by the state police and CRPF and the Army was on standby in case there was need for its deployment. It would "serve as a deterrent", he said.
The Home Minister also made an appeal "to Jammu and Kashmir people to observe curfew and stay indoors. Curfew is in place for a couple of days. I am sure the J&K government will be able to relax curfew in a couple of days. "He asked parents to ensure that their children remained indoors."
