Appointed by the Centre exactly a year ago, interlocutors for Jammu and Kashmir will submit their report to Home Minister P Chidambaram later today. After last year's stone pelting crisis in the Valley, in which 120 people died, the interlocutors were asked to take a look at the political roadmap for the state.
NDTV has learnt that the report is expected to focus on regional autonomy and the setting up of autonomous regional councils in each of the three regions. Stronger emphasis is being made to focus on their development.
The report has also explored greater autonomy as the way forward, but will not recommend a pre-1953 status for the state, where the Centre had control over just three subjects - defence, foreign affairs and communications. It recommends more power for local bodies and panchayats.
The interlocutors had met nearly 700 delegations during the past one year to compile the report. However, separatists in Jammu and Kashmir had refused to meet them.
