J&K Latest News Today: Amit Shah made the big announcement on Article 370 today in Rajya Sabha

The centre has scrapped Article 370, which grants special status to the state of Jammu and Kashmir, Home Minister Amit Shah told the parliament today. A bill to bifurcate Jammu and Kashmir into two Union Territories was also passed by the Rajya Sabha today, after a speech given in the house by Union Home Minister Amit Shah.

The moves come at a time when Jammu and Kashmir plunged into uncertainty after a massive security build-up and government advisory asking pilgrims and tourists to leave Kashmir immediately.

The state remains on edge as restrictions have been imposed in several parts, with mobile internet and landline phone connections blocked in many places. Mehbooba Mufti, Omar Abdullah and Sajad Lone - the three most prominent politicians from Jammu and Kashmir - were placed under house arrest last night.

The government has also banned large gatherings and public meetings as a precautionary measure. Schools and colleges in Jammu, Kishtwar, Resai, Doda and Udhampur districts were also ordered to remain close on Monday, the officials said.

Article 370: Situation in Kashmir Valley is "under control", strict restrictions in place: Authorities

The situation in Kashmir Valley was "under control" and no untoward incident was reported on Monday as authorities imposed strict restrictions in view of the centre's decision to scrap Article 370 of the Constitution, which accorded special status to Jammu and Kashmir, officials said, according to PTI.

In Jammu, the law and order situation was peaceful, the officials said.

Schools and colleges in Jammu and Kashmir remained closed on the orders of the authorities, they said.

"The situation is under control. There are massive restrictions in place in Srinagar district...there was no report of any untoward incident from anywhere," Deputy Commissioner of Srinagar Shahid Iqbal Choudhary was quoted as saying by PTI.

Authorities imposed curfew in Kishtwar and Rajouri districts and in the Banihal area of Ramban district, while restrictions were imposed in many districts of Jammu division and Srinagar, the officials said.

The government imposed restrictions under Section 144 of the CrPC in Srinagar district with effect from Monday midnight as a precautionary measure, they said.

Article 370: India briefs US, Britain, France, China Russia, says report

India on Monday briefed the envoys of five permanent members of the UN Security Council and several other nations about its decision to scrap Article 370, which gave special status to Jammu and Kashmir, and bifurcate the state, reported news agency PTI.

In the briefings, it was conveyed that the decisions were internal to India and they are aimed at providing good governance, promoting social justice and ensuring economic development in Jammu and Kashmir, official sources said, according to PTI.

It was learnt that Foreign Secretary Vijay Gokhale briefed the envoys of the US, Britain, France, China and Russia, the five permanent members of the UNSC.

Other senior officials apprised envoys of a number of other countries about the government''s decision on Jammu and Kashmir.

In the light of interest expressed by members of the diplomatic community, senior MEA officials briefed the envoys of several countries, the sources said.

Article 370: "Better late than never": Former diplomat, former air force chief on Article 370

Former envoy to Pakistan G Parthasarathy and former Air Force chief Arup Raha have welcomed the Centre''s decision to abrogate Article 370 calling it a timely and appropriate decision.

Mr Parthasarathy was quoted as saying over phone by news agency PTI, "It''s better late than never. It's a timely and appropriate decision".

On Opposition's allegation that the Centre's decision would have catastrophic consequences, the former diplomat said there are several union territories that are functioning very well.

"I really don't know how this decision would create unrest. There are several union territories which are functioning well under the central government," he said.

Arup Raha, too welcomed the move and maintained that a long standing status quo has been changed.

"I feel every part of the country should have equal rights. Nobody should have special rights. And I don't think abrogation of Article 370 should raise so much of hue and cry," the former Air Chief Marshal was quoted as saying by PTI.

Army on high alert along Line of Control: news agency PTI

The Army has been put on high alert along the Line of Control in Jammu and Kashmir to effectively repulse any possible Pakistani misadventure in the wake of the government scrapping Article 370 and deciding to split the state into two union territories, official sources said on Monday, reported news agency PTI.

They said top Army commanders in J&K are closely monitoring the overall security situation in the state to thwart any civil disturbances following the Centre''s decision to end special status to Jammu and Kashmir.

Former Karnataka Chief Minister HD Kumaraswamy Monday said he would be pleased if the abolition of Article 370 of the Constitution brought peace to Jammu and Kashmir.
