On February 14, security personnel at Indira Gandhi International Airport detected the .325 calibre bullets in the baggage of R Yadav, who was supposed to take a flight to Mumbai.
Carrying live bullets without proper documents is illegal under civil aviation rules, they said.
Mr Yadav was later handed over to Delhi Police, which booked him under various provisions of the Arms Act.
