It's time for the ministers' report cards as performance reports of 74 government departments are ready to be presented to the Cabinet.
The ministries are judged by the cabinet secretariat, the Planning Commission and the Finance Ministry and it is a tough exam - only those getting more than 90 per cent are classified in the very good or excellent category; the ministries getting less than 60 per cent are classified as having fared poorly.
According to the performance reports, accessed exclusively by NDTV, the top performers in 2009-2010 are:
School education department of the Human Resources Development Information technology department of the Ministry of Communications Biotechnology department of Science and Technology Ministry Ministry of Steel and the Ministry of Corporate Affairs
Ministries like Information and Broadcasting, however, have not done well with only 60 per cent marks.
The Minister of State for Communications and IT, Sachin Pilot, says he is happy to know that his ministry performed well. "In a democracy, I think people should be able to assess how ministries function and what they do," he said.
Critics say those who did well had set themselves very low targets. The toppers of course feel what they did was right.
"Ministry of Corporate Affairs is one ministry where a lot of improvements have been made. E-Governance is perfect here and you know, lots of things are being done," said Union Corporate Affairs Minister, Veerappa Moily.
The cabinet secretariat wants the top 10 ministries to be awarded. But not everyone is happy with this since in the long run, budgetary allocations will be decided by these performance reports.
