Monsoon Session 2021 Updates: Parliament has seen repeated disruptions over the Pegasus scandal

New Delhi:

Lok Sabha and Rajya Sabha proceedings have been adjourned till 11 am, tomorrow amid opposition protests over Pegasus scandal and other issues while Lok Sabha has been adjourned till 5 pm.

Rajya Sabha saw two adjournments in the pre-noon session today after a row broke out over a suspended Trinamool Congress MP breaking the glass of a door of the Chamber, an act that the chair called "highly deplorable and condemnable". The Rajya Sabha was first adjourned for 15 mins, then till noon and then again till 2pm.

The Rajya Sabha was adjourned till today on Wednesday amid continuous protests by opposition parties over the Pegasus snooping controversy, and issues of farm laws and price rise.

The Lok Sabha too was adjourned on Wednesday after the passage of two bills amid opposition protests.

Since the start of the monsoon session of parliament, the Rajya Sabha and the Lok Sabha have witnessed constant disruptions, with face-offs between the government and the opposition.

Six Trinamool Congress MPs were ordered to leave the Rajya Sabha on Wednesday over "grossly disorderly" conduct, after they entered the well of the house and displayed placards while protesting over the Pegasus scandal.

More than Rs 133 crore in taxpayer money has been lost because of parliament disruptions in the monsoon session, government sources had said on Saturday as the Parliament deadlock continues.

Rajya Sabha Deputy Chairman Terms Trinamool MP's Behaviour "Highly Deplorable"
A day after a suspended Trinamool MP broke the glass pane of one of the doors in the Rajya Sabha in a bid to forcibly enter the House injuring a Parliamentary security officer, the Upper House's Deputy Chairman Harivansh Narayan Singh said the incident was "very unfortunate" and termed the MP's behaviour "highly deplorable and condemnable".

As the House commenced its proceedings at 11 am today post adjournment on Wednesday, the Rajya Sabha Deputy Chairman addressing the House said, "Hon'ble members, yesterday a very unfortunate incident took place after the adjournment of the House for the day. One of the Members of Rajya Sabha who was earlier suspended from attending the meeting of the House for the day under Rule 255 of the Rajya Sabha rules, tried to enter the House and on being stopped by the security guard of the House, the member broke the glass of one of the doors of the inner lobby of the Rajya Sabha chamber."

Lok Sabha proceedings adjourned till 4 pm amid Opposition uproar
Lok Sabha proceedings were adjourned for the third time on Thursday as the Opposition continued with their protests over alleged snooping through Pegasus spyware and other issues.
As the House met at 2 PM, Education Minister Dharmendra Pradhan introduced The Central Universities (Amendment) Bill, 2021.

However, Opposition leaders opposed the introduction with Congress' Manish Tewari saying that there is a time-honoured convention of the House that till the time the House is not in order no legislation can be discussed.

"What is happening is completely unconstitutional, it is a murder of democracy," he said.
As the uproar by the Opposition over issues such as the Pegasus snooping row and the farmers' bills continued, Kakoli Ghosh Dastidar, who was chairing the proceedings, adjourned the House till 4 PM.

Earlier, when the House met for the day, Speaker Om Birla congratulated the Indian hockey team for an Olympic medal after 41 years as well as women athletes who won medals at the ongoing Tokyo Olympics.

When the Question Hour commenced, Opposition parties started protesting against various issues, including the Pegasus spyware controversy and farm laws. Many members trooped into the Well of the House, shouting slogans and displaying placards.

Despite the din, at least ten questions and supplementaries were taken up during the Question Hour.

While urging the protesting members to go back to their seats, Mr Birla said important issues are being discussed in the Question Hour and that they were not asking questions but only indulging in sloganeering.

"This is not appropriate for Parliament traditions," the Speaker said and stressed that people want the House to run in accordance with traditions and rules.

Crores of rupees are being spent and people are asking why the House is not running, Birla said before adjourning the proceedings till noon as the Opposition uproar over various issues continued.

Earlier, Congress leader Adhir Ranjan Chowdhury sought to raise the issue of the death of a girl following an alleged sexual assault in the national capital but was not allowed.

As soon as the House resumed at noon, Mr Chowdhury again tried to raise the issue of the death of the girl in Delhi.

He said he wanted the House to adopt a resolution condemning the incident.

The Congress leader of Lok Sabha was immediately countered by Minister of State for Parliamentary Affairs Arjun Meghwal who asked why the opposition party was silent on similar issues which had taken place in Rajasthan, a state ruled by the Congress.

Mr Meghwal objected to Mr Chowdhury raising the issue and said that it was condemnable that Congress leader Rahul Gandhi has failed to raise the Rajasthan issues.

Rajendra Agrawal, who was in the chair, ignored Mr Chowdhury's appeal and allowed the papers related to various ministries to be laid in the House amidst the continued protests and sloganeering by opposition members.

After about 10 minutes of business, Mr Agrawal asked the protesting opposition MPs to go to their seats so that the House can function normally.

As the opposition did not heed to the chair's appeal, Mr Agrawal adjourned the House till 2 pm.

Trinamool MPs trying to repeat Bengal violence in Parliament, says Mukhtar Abbas Naqvi
Referring to the incident where Trinamool Congress (TMC) MP Arpita Ghosh broke the glass pane of a wooden door of the Rajya Sabha, Union Minister Mukhtar Abbas Naqvi on Thursday said that the Trinamool Congress MPs are trying to repeat Bengal violence in Parliament.

While speaking to ANI on the suspension of TMC MPs from Rajya Sabha Naqvi said they are conspiring to tarnish Parliament with their legacy of violence.

"They (TMC MPs) are conspiring to tarnish Parliament with their legacy of violence. They resorted to vandalism. They''re trying to repeat Bengal violence in Parliament. This is a fit case to end membership of such MPs," said Mr Naqvi.

Rajya Sabha adjourned twice in pre-noon session
Rajya Sabha on Thursday saw two adjournments in the pre-noon session after a row broke out over a suspended TMC MP breaking the glass of a door of the Chamber, an act that the chair called "highly deplorable and condemnable".

While Deputy Chairman Harivansh said the unnamed TMC MP broke the glass after she was stopped from entering the House after it was adjourned for the day on Wednesday, TMC leader Sukhendu Sekhar Roy said the concerned MP was suspended for the remainder of the sitting of the House and she had gone to fetch her bag after the proceedings were adjourned for the day.

As the TMC and other opposition MPs opposed the remarks and Leader of the Opposition Mallikarjun Kharge cited former finance minister Arun Jaitley's statement of disruption in Parliament being part of democracy, Harivansh adjourned the proceedings for 15 minutes.

When the House reassembled, Bhubaneswar Kalita, who was on the chair, said aspersions cant be cast on the chair and adjourned the proceedings till 12.00 hours.

Parliament LIVE: Manish Tewari moves adjournment motion notice in Lok Sabha over Pegasus report
Ahead of the commencement of Lok Sabha at 11 am on Thursday after being adjourned for the day on Wednesday, Congress MP Manish Tewari today gave adjournment motion notice in the Lower House over the ''Pegasus Project'' issue.

Mr Tewari in his notice said, "Reports have pointed out that the Government of India has procured the surveillance tool Pegasus developed by Israeli company NSO Group for surveillance of Journalists, Civil Society Activists, Politicians and Supreme Court Judges. Since the NSO group''s policy is that clients are confined to "vetted governments" only it suggests that the spyware was used by the Government of India and not any other private body.

He further stated that reputed agencies like Citizen Lab have found traces of the spyware on some of the devices that were attacked.

The Rajya Sabha deputy chairman also said an MP, who was suspended yesterday, broke some glass injuring a lady security officer. She has lodged a complaint. It is under examination of the Rajya Sabha chairman, he added.

BJP's Piyush Goyal added: I appeal to the MPs to not behave in such a way that affects the morale of the employees.
