New Delhi: The National Investigation Agency or the NIA was formed after the Mumbai attacks in November 2008, specifically to probe and tackle terror-related cases in the country. But the two major terror attacks post 26/11 -- Pune and Mumbai - were not handed over to the NIA.
In fact, of the 28 cases with NIA at the moment, only three are original cases. In all other cases, it is playing second fiddle to state agencies and assisting them in informal ways. This has led many to question if the premier agency is being under-utilised.
Despite being formed to be the main agency to probe terror cases, it has been never been given full charge soon after an attack. In most cases, forensic and other investigations are done by the local police before it is referred to the NIA

This goes completely against the basic premise on which it was founded- that the NIA will be an overarching investigation agency looking into all terror related cases.
Internally, sources say, the NIA hasn't developed specialized teams to keep a dedicated watch on different terror groups.
