Naveen Patnaik's second letter to PM on anti-terror body

Bhubaneshwar: Just three days after he wrote to Prime Minister Manmohan Singh expressing his opposition to the Centre's new national anti-terror body, Odisha Chief Minister Naveen Patnaik has shot off yet another letter to the PM over the same issue.

In the latest letter, Mr Patnaik has urged the PM to "initiate dialogue with states on the anti-terror body". The National Counter-Terrorism Centre (NCTC), which was meant to become operational on March 1, is facing stiff resistance from seven chief ministers, all from non-Congress ruled states who contend that the body grossly violates the federal structure of polity as enshrined in the Constitution.
