The Trinamool's walk-out followed a speech by the Prime Minister in which he said that consultations with state governments will continue on the NCTC and that the anti-terror agency will not be commissioned till a meeting is held with all chief ministers on April 16.

Dealing with terrorism constitutes a big challenge and development of states infested with extremism is an absolute necessity if we are to achieve our growth objectives. Govt is committed to creating secure conditions for its citizens and NCTC is an important step in that direction. Question of setting up nctc has been discussed at various forums. Number of CMs have expressed their concerns and I have replied saying there will be consultations. Meeting of CMs on internal security will be held on April 16. Adequate and full consultation will take place before next steps are taken. Through discussion and dialogue,  differences can be narrowed down and a consensus arrived at.

Received an email followed by a formal letter from Mr Dinesh Trivedi tendering his resignation as railway minister. I propose to forward this letter to President. I regret the departure of Mr Trivedi.  He had presented a railway budget which promised to carry out the vision 2020 that was outlined by his predecessor. A new railway minister will be sworn-in soon and will carry forward the challenging task of modernising railways.

Mamata Banerjee is opposed the proposed National Counter Terrorism Centre (NCTC). She leads a group of 10 chief ministers opposing the NCTC saying that it violates basic tenets of federalism.
