Nine Bills Passed By Haryana Assembly
Haryana Assembly passed nine Bills on Tuesday.
Chandigarh: Haryana Assembly passed nine Bills on Tuesday, including the Haryana Right to Service (Amendment) Bill 2016, to reduce the harassment of applicants, and Haryana Private Universities (Second Amendment) Bill 2016.

The Assembly also passed Court Fees (Haryana Amendment) Bill 2016, Shri Krishna AYUSH University Kurukshetra Bill 2016, Haryana Appropriation (No 3) Bill 2016 and Haryana Vishwakarma Skill University Bill 2016.

It also passed Haryana Legislative Assembly (Facilities to Members) Amendment Bill 2016, The Haryana State Legislature (Prevention of Disqualification) Amendment Bill 2016 and the Haryana Law Officers (Engagement) Bill 2016.

The Haryana Right to Service (Amendment) Bill was passed to amend the Haryana Right to Service Act, 2014, in order to reduce the harassment of applicants and to fix deadlines for deciding second and third appeals in specific time frame.

According to this Bill, if any designated officer does not receive and acknowledge the application, the applicant may submit his application to the office of First Redressal Grievances Authority.

The Second Grievances Redressal Authority would decide the appeal within 30 instead of 60 days from the date of receipt of appeal, as far as possible. The Commission would decide the appeal within 30 days.

The Haryana Private Universities (Second Amendment) Bill, 2016, was passed to amend the Haryana Private Universities Act, 2006, which was enacted to rope in private sector to supplement the government's initiative to expand the capacity in higher education and upscale its standards.

Under this Bill, with an aim to ensuring steady progress and academic development, no cap or restriction would be imposed on the number of terms of a Vice-Chancellor in a private university.

The Vice-Chancellor would be eligible for re-appointment for subsequent terms of three years each till he attains the age of 70 years, if he has contributed significantly to raising the academic and research standards of the university.

Apart from this, a proposal has been formulated for setting up of Starex University, Gurgaon to achieve the objectives enshrined in the Haryana Private Universities Act, 2006.

Haryana Court Fees (Haryana Amendment) Bill was passed to amend the Court Fees Act, 1870 in its application to Haryana.

This Bill sought to replace the Court Fees (Haryana Amendment) Ordinance, 2016, promulgated on July 27.

This Amendment was necessitated as it had been decided to introduce e-stamps for Court Fees in Punjab and Haryana High Court and all District Courts and Sub-Divisional Courts of Punjab, Haryana and Chandigarh, to make the justice delivery system paperless and hassle-free.
