NITI Aayog Panel Exploring Right to Skill Legislation: Union Minister Rajiv Pratap Rudy

New Delhi: A NITI Aayog sub-group headed by Punjab Chief Minister Parkash Singh Badal is "exploring" a legislation on the Right to Skill in order to create a pool of skilled manpower in the country.
     
"As far as legislation to provide the Right to Skill is concerned, unless and until there's consensus among states, this legislation cannot be done... I think Badal who is heading a sub-committee of the NITI Aayog will consider this as well," Union Minister Rajiv Pratap Rudy told PTI.
     
The committee has been tasked with addressing human resources issues, especially youth, and working on scientific methods for skilled manpower.
     
The chief ministers are expected to recommend measures to the NITI Aayog on how to deal with shortage of skilled manpower in production lines and also expand outreach of skill programmes, particularly in demographically advantageous states.
     
Mr Rudy was here to flag off 150 Skill Vans to create awareness among masses about the government's initiatives and policies on skill development. These vans will drive through Delhi and the NCR region to make people aware about Pradhan Mantri Kaushal Vikash Yojana, National Skill Development Mission and Skill Loan initiative and the like.
     
Mr Rudy, the Minister of State (Independent Charge) for Skill Development & Entrepreneurship, himself drove one of the vans.
     
"The Skill Vans are being launched to create an awareness on skill development across the country," the Minister said.
     
He said, short duration courses can open new job opportunities for the unemployed in the country.

A number of programmes have been organised throughout the country today to mark the first World Youth Skills Day.

Prabhat Pheris, Nukkad Natak and functions at the state level are being organised to create awareness among the masses.
     
Later in the day, Prime Minister Narendra Modi will launch a slew of initiatives at a mega event in New Delhi, including the National Skill Development Mission, the new National Policy for Skill Development and Entrepreneurship 2015 and the Pradhan Mantri Kaushal Vikas Yojana, among others.
