The epicentre of global terrorism is in territories under administrative control of Pakistan bordering Afghanistan, External Affairs Minister Pranab Mukherjee on Tuesday said.
"The provinces on their (Pakistan's) border such as Baluchistan, the North West Frontier province and the federally administered tribal areas are the breeding ground for the Taliban", Mukherjee told reporters here.
"Problems of Afghanistan cannot be solved without resolving problems of Pakistan simultaneously," he added.
Reacting to a question on the G-20 summit where Prime Minister Manmohan Singh is scheduled to meet US president Barack Obama, the External Affairs minister said issues relating to Pakistan and Afghanistan will be discussed by the two leaders.
"There is a commonality in approach in several aspects of the problem. Our perception is you cannot make a distinction between a good Taliban and a bad Taliban, a good terrorist and a bad terrorist," Mukherjee said.
"We will have our own conception at the summit but there should be zero tolerance to terrorism.
"India is concerned with the development of Afghanistan and our contribution for development in that country is to the tune of $1.2 billion," he said.
