
Regulatory bodies like UGC and AICTE will be scrapped while the universities will be given full autonomy and be supervised by a national commission, if recommendations of a high-level committee are accepted.
The committee headed by noted educationist Prof Yash Pal, set up to suggest measures for restructuring higher education in the country, has finalised its report which will be submitted to the HRD Ministry on Wednesday.
"We have said there should be a National Commission for Higher Education and Research which will be an apex body.
UGC, AICTE and other councils will be scrapped," a member of the committee told PTI.
The commission will be a constitutional body like Election Commission and the Prime Minister, Leader of Opposition and Chief Justice of India will select the chairman and the members, he said, adding the Constitution will have to be amended to set up the commission.
Regulatory bodies like University Grants Commission, All India Council of Technical Education and Medical Council of India will cease to exist and their staff could be absorbed in some other organisation.
