New Delhi: The Lok Sabha and the Rajya Sabha were adjourned for the day on Tuesday without transacting substantial business as Congress and other opposition members created an uproar demanding discussion on the issue of farmers' protest over the three new farm bills.
The Rajya Sabha was first adjourned for about 40 minutes till 10:30 am, then till 11:30 am and then to 12:30 pm.
When the House re-assembled at 12:30 pm, protesting members again trooped in the Well raising slogans, forcing Deputy Chairman Harivansh to adjourn proceedings for the day.
Before adjourning the House, the Deputy Chairman appealed to members to return to their seats and follow COVID-19 protocols. However, they did not heed to his requests.
Earlier in the day, Congress, Left, TMC, DMK and RJD members first walked out from Rajya Sabha after their demand for suspension of business of the day for taking up the discussion was rejected by the Chair.
The Parliament convened today a day after the Union budget 2021 was presented by Finance Minister Nirmala Sitharaman. The Finance Minister announced the budget, aimed at reviving an economy badly hit by the coronavirus pandemic, on Monday. Ms Sitharaman, in her third budget, unveiled a spending plan focused on healthcare and infrastructure.

27 bills passed earlier to be presented in Lok Sabha today
On the second day of the Budget Session, 27 bills passed by the Houses of Parliament during the fourth session of the 17th Lok Sabha will be tabled in the Lower House on Tuesday.
Today's Lok Sabha session will also see various Standard Committee reports on Coal and Steel, Home Affairs, Health and Family Welfare, among others being presented.
After the Lower House assembles at 4 pm, Secretary General Utpal Kumar Singh will table 27 Bills passed by the Houses of Parliament during the Fourth Session of Seventeenth Lok Sabha and assented to by President Ram Nath Kovind.

Rajya Sabha Proceedings Adjourned Thrice Over Farmers' Issue
Congress and other opposition parties on Tuesday forced adjournment of Rajya Sabha proceedings for the third time in the pre-noon session as they insisted on taking up a discussion on the issue of farmers' protest over the three new farm bills.
The House was first adjourned for about 40 minutes till 10:30 am. As soon as the House met again, similar scenes were witnessed leading to another adjournment till 11:30 am.
When the Upper House re-assembled at 11.30 am, the uproar continued as several protesting members trooped in Well prompting Deputy Chairman Harivansh to adjourn the proceedings till 12:30 pm.
The Deputy Chairman appealed to the opposition members to return their seats and follow COVID-19 protocols. However, they did not heed to his requests.

Opposition stages walkout after Rajya Sabha Chairman rejects suspension notice over farm laws
The opposition on Tuesday staged a walkout from the Rajya Sabha after Chairman M Venkaiah Naidu rejected the ''Suspension of Business Notice'' to discuss on ongoing protest over the contentious farm laws.
Mr Naidu, the Rajya Sabha Chairman, said that the discussion on farmers'' protest will start tomorrow not today.
"The President has referred to farmers' agitation in his address. I wanted the discussion to start today but I was told that the discussion first starts in Lok Sabha. Keeping this in mind we have agreed to have a discussion on President's address tomorrow," said RS Chairman M Venkaiah Naidu.
