Lok Sabha proceedings were extended till midnight to accommodate members' participation in the discussion on Budget proposals.
The government and Parliament have great respect for farmers, Prime Minister Narendra Modi earlier said, adding that there have been continuous talks with them over their issues.
Is his reply to the Lok Sabha on the motion of thanks to the President's address, PM Modi defended the farm laws and sought to allay the fears over the Minimum Support Price (MSP) and the mandi system.
"After farm laws were passed, not a single mandi has been shut anywhere in the country. Not just that, MSP has also been given... that too more MSP than was given previously," he said.
Meanwhile, the Congress and the Trinamool walked out, shortly after the Prime Minister said the slogan-shouting "was a planned strategy to drown out reason and hide the truth".
The Prime Minister also called the Congress a "confused" and "divided" party which has taken different stands in the Lok Sabha and the Rajya Sabha, adding that it can do no good for the country.
Soon after PM Modi concluded his speech, Lok Sabha passed by a voice vote the motion to thank the President for his address to both Houses of Parliament.
Parliament has witnessed a number of disruptions over the last few days over its contentious new farm laws.

The amendments were rejected by a voice vote.
The Congress walked out of the House in protest during the Prime Minister's speech, while the DMK and the TMC too walked out later, saying they were not satisfied with PM Modi's reply.

"A majority of the farmers in India barely manage to survive by providing for their families. They just need a little hand-holding from us all to help them get better resources to earn a better life for themselves," PM Modi said.
"The small farmer needs help, and we must help them, and that cannot be done without reforms," he said.
In his reply to the motion of thanks on the President's address in the Lok Sabha, PM Modi stressed on the need for reforms in the agriculture culture, adding that it was imperative for the farmers' progress.

Prime Minister Narendra Modi in the Lok Sabha said, "Jan dhan accounts and linking bank accounts with Aadhaar played a crucial role in ensuring that the poor, the farmer, migrant workers got their share of money directly in their bank accounts. This helped many in rural areas survive the pandemic."
"Linking Aadhaar with phones helped in making digital payments, which helped millions of people do their daily transactions," he added.

Opposition Parties In Rajya Sabha Oppose Bill To Develop Major Ports
Various opposition parties, including the TMC, SP, RJD, DMK, AAP, CPI(M) and CPI, raised strong objections in the Rajya Sabha on Wednesday to a bill for developing the major ports in the country and alleged that it is aimed at privatising the ports and diluting the powers of the states on land use.
However, the BJD, JD(U), YSRCP supported the Major Port Authorities Bill, 2020, saying it is a welcome move to expand the port development infrastructure.
Opposing the bill, Sukhendu Sekhar Ray of the Trinamool Congress (TMC) said there is nothing in it as it follows the Singapore model of corporatisation.
"This is the first stage of corporatisation and the next step in the offing is privatisation. Parliament is being taken for a ride.... I strongly oppose this bill on behalf of the TMC," he said, participating in the debate on the bill.

Parliament Passes Bill To Provide Greater Autonomy To 12 Major Ports
Parliament on Wednesday passed a bill that seeks to provide greater autonomy in decision-making to 12 major ports in the country and professionalise their governance by setting up boards.
The Major Ports Authority Bill, 2020 was passed through ballot votes with 84 in favour and 44 against it in the Rajya Sabha.
The Lok Sabha had on September 23, 2020 passed the bill. Allaying fears of members, Ports, Shipping and Waterways Minister Mansukh Mandaviya categorically said it was not intended towards privatisation of major ports and rather aimed at boosting their decision-making powers in order to compete with private ports.
The bill aims to provide for regulation, operation and planning of major ports in India and to vest the administration, control and management of such ports upon the boards of major port authorities and for matters connected therewith or incidental thereto, be taken into consideration.

No Civilian Aware Of Move To Abrogate Article 370: Government To Rajya Sabha
The government on Wednesday denied that civilians, including a journalist, were privy to information related to the abrogation of Article 370, which gave special status to Jammu and Kashmir.
The Central government got the approval of Parliament on August 5, 2019 for the abrogation of Article 370 and bifurcation of the erstwhile state of Jammu and Kashmir into two union territories.
"No sir," Union Minister of State for Home G Kishan Reddy told the Rajya Sabha when asked whether civilians, including a journalist, were privy to knowledge about the abrogation of Article 370 prior to the information being shared with Parliament on August 5, 2019.

Congress MP and Whip in Lok Sabha Manickam Tagore on Wednesday moved an adjournment motion notice in the Lower House to discuss the "abnormal situation" at the China border.
"Sir, I hereby give notice of my intention to ask for leave to move a motion for the adjournment of the business of the house for the purpose of discussing a definite matter of urgent importance, namely: - To discuss about the abnormal situations at the China border and direct the Government to take necessary action," the Congress leader said in a letter to Secretary-General of the Lok Sabha.
China and India have been engaged in a stand-off along the Line of Actual Control (LAC) since April-May last year. While China began amassing massive military strength along the LAC, India responded with a befitting build-up.

Lok Sabha Sits Till 1 am As Members Participate In Motion Of Thanks
Sitting past midnight, Lok Sabha members participated in the debate on Motion of Thanks to the President's address.
After most of the participants had made their point, Speaker Om Birla adjourned the House at 1 am Wednesday.
Lok Sabha usually sits between 4 pm and 9 pm but the timing was increased as members were willing.
President addressed the joint sitting of Parliament on January 29 in the beginning of the Budget Session.

"PM Called Farmers Parasites": Harsimrat Badal's Attack In Lok Sabha
Akali Dal's Harsimrat Kaur Badal -- a former minister in Narendra Modi's cabinet -- today attacked the government over the farmers' issue, alleging the Prime Minister had call them "parasites". She also accused the government of targeting journalists over their coverage of the protest.
"The farmers are braving the cold at Delhi's borders but the government's "eyes and ears are shut", she said in Lok Sabha, participating in the debate on the motion to thank the President's address to the joint sitting of Parliament at the start of the Budget session.
"On Constitution Day (November 26), lathis and tear gas rained on unarmed farmers," she said.
