Budget Session Live Updates: Day 9 of the Parliament Budget Session began with a huge uproar over the Joint Parliamentary Committee report on the Waqf (Amendment) Bill. The opposition has alleged the deletion of dissent notes. Leader of Opposition in the Rajya Sabha, Mallikarjun Kharge, called the report "unconstitutional" and "fake." He urged the leader of the House JP Nadda to take back the "unconstitutional" JPC report.

Meanwhile, the Lok Sabha has been adjourned till 2 pm.

Union Finance Minister Nirmala Sitharaman tabled the Income Tax Bill, 2025. The bill seeks to replace the Income Tax Act of 1961 and simplify the language of the existing act. 

Once introduced in the Lok Sabha, the Bill will be sent to the Parliamentary Standing Committee on Finance for further deliberations. The new law is expected to take effect on April 1, 2026.

The bill will not change the existing tax slabs or review the tax rebate given. Instead, it aims to make the six-decade-old legislation reader-friendly.

Rajya Sabha Adjourns Till March 10

Rajya Sabha proceedings were adjourned on Thursday and the house will meet again on March 10, marking the conclusion of the first part of the Budget session.

After Finance Minister Nirmala Sitharaman concluded her reply to the discussion on the Union Budget, Deputy Chairman Harivansh adjourned the proceedings till 11 am on March 10.

National Litigation Policy Not Finalised: Government To Rajya Sabha

The government Thursday said the proposed National Litigation Policy that seeks to expedite the resolution of pending cases has not been finalised.

In a written reply in the Rajya Sabha, Law Minister Arjun Ram Meghwal said the Central government has taken various initiatives to promote alternative dispute resolution mechanisms to reduce the number of litigations.

The day he took over as the law minister last year, Meghwal had signed the draft policy which would go before the Union Cabinet for a final call.

Goal Of Budget 2025 To Accelerate Growth, Investment: Nirmala Sitharaman In Rajya Sabha

Finance Minister Nirmala Sitharaman on Thursday said the goals of the Union Budget 2025-26 is to accelerate growth, secure inclusive development, and invigorate private sector investments.

Replying to a discussion on the general Budget in Rajya Sabha, the minister also said the Budget was prepared during a challenging time, with serious external challenges beyond estimates or forecasts.

Despite this, the government has tried to keep the assessment as accurate as possible, keeping India's interests paramount, N Sitharaman said.

Remarks Against Parliamentary Panel On Waqf Bill Removed From Report: Kiren Rijiju

Amid opposition uproar over dissent notes being allegedly deleted from the JPC report on the Waqf amendment bill, Union minister Kiren Rijiju on Thursday said certain portions which amounted to "casting aspersions" on the panel itself were redacted.

Led by Leader of Opposition in Rajya Sabha Mallikarjun Kharge, the opposition MPs said the dissent notes were "redacted" from the report after it was tabled by BJP member Medha Vishram Kulkarni in the Upper House.

At a press conference in Parliament House complex, the Parliamentary Affairs minister said, "When the report was tabled in Rajya Sabha, some opposition MPs raised objections and said their dissent notes had been taken out. I spoke to the JPC chairman, enquired about it from the secretariat and informed the Rajya Sabha that the report has been tabled along with annexures." 

"In this, one thing has to be kept in mind that in the annexure and dissent note if any question is raised on the committee like casting an aspersion on committee, which the chairman feels is not right, then the chairman has power to remove it, not the report. It's written in the rules," he added.

Removal Of High Court Judge Constitutionally Lies With Parliament: Rajya Sabha Chairman

Rajya Sabha Chairman Jagdeep Dhankhar on Thursday asserted that only Parliament has the jurisdiction to constitutionally remove a high court judge, saying a notice for removal of Justice Shekhar Yadav of Allahabad High Court is pending with him.

Speaking in the House, the chairman also asked the Rajya Sabha Secretary General to share with the Secretary General of the Supreme Court the information that 55 members of the upper house had given a notice to the Chairman for removal of Justice Yadav in December.

TMC's Abhishek Banerjee Slams BJP-Led Centre Over Parliamentary Report On Waqf Bill

Trinamool Congress leader Abhishek Banerjee on Thursday slammed the Centre over the joint parliamentary committee report on the Waqf (Amendment) Bill, alleging that the BJP was trying to stifle voices of the opposition.

Earlier in the day, the report of the joint committee of Parliament on the Waqf Bill was tabled in the Rajya Sabha.

Opposition MPs led by Congress leader Mallikarjun Kharge alleged that dissent notes were deleted from the report, a charge denied by Union Parliamentary Affairs Minister Kiren Rijiju.

Asked about the JPC report on the Waqf (Amendment) Bill, Mr Banerjee said, "This is what they do. You saw how they silence opposition voices. It's okay, let's wait and watch - people are noticing."

Opposition leaders staged a walkout during the discussion on the JPC report, alleging irregularities.

Refuting these claims, Kiren Rijiju accused them of creating an "unnecessary" controversy.

"I have checked the concerns raised by the Opposition. There have been no deletions or removals from the report. Everything is on the floor of the House. On what basis can such an issue be raised? The members of the Opposition are creating an unnecessary issue, which is not a fact. The allegation is false," Kiren Rijiju said in the Rajya Sabha.

All About Income Tax Bill, 2025

The simplified Income Tax Bill 2025, brings in the concept of 'tax year', abolishing the archaic and complicated terms 'previous' and 'assessment years'.

The Bill comprises 536 sections, 23 chapters and 16 schedules in just 622 pages. The new law is expected to come into effect from April 1, 2026.

The new bill has omitted redundant sections, like those relating to Fringe Benefit Tax. The Bill is free from 'explanations or provisos', thereby making it easier to read and comprehend.

Also, the word 'notwithstanding', which was used excessively in the Income Tax Act, 1961, has been done away with in the new Bill and almost everywhere replaced with the term 'irrespective'.

The Bill uses shorter sentences and has been made reader friendly with the use of tables and formulae. The 'Taxpayer's Charter' has been included in the Bill which outlines the rights and obligations of the taxpayers.

Many members of Parliament met the Lok Sabha speaker Om Birla after which they were assured that as many dissent notes as possible have been included in the Joint Parliamentary Committee (JPC) Report on Waqf (Amendment) Bill, 2024.

Speaking to NDTV, AIMIM Chief Asaduddin Owaisi said, "We told the speaker that many parts of our dissent note have not been included in the report. The Speaker called the Secretary General after which we had a meeting with the Joint Secretary. We have been assured that as many dissent notes as possible given by the opposition MPs will be included in the reportNow let's see whether our point is prominently included in the report presented in the Lok Sabha at 2 pm or not."

JP Nadda Hits At Opposition, Calls To Conduct Parliament Proceedings In A Constitutional Manner

Leader of the House JP Nadda hit back at the opposition amid chaos over Parliamentary report. Mr Nadda slammed opposition's conduct. "Debates and discussions are necessary in Parliament. In a democracy, we agree to disagree. But we must uphold traditions and conduct proceedings in a constitutional manner," he asserted.

"Unconstitutional:" Congress President Mallikarjun Kharge On Parliamentary Report

Leader of Opposition in the Rajya Sabha, Mallikarjun Kharge, called the Parliamentary report on the Waqf (Amendment) Bill "unconstitutional" and "fake." He claimed that multiple members had submitted dissent notes, but the majority view was forced through without due consideration.

"The JPC report on Waqf had dissenting views from several members, but they were bulldozed. This is not right. It is condemnable and an anti-democratic act," Mr Kharge said.

"The dissenting views were deleted, and the report is being tabled. I condemn this, and the House will never accept this fake report," he added.

Congress President called to withdraw the report and review it again.

Congress minister Gaurav Gogoi said instead of focusing on the already available Waqf Act, an attempt is being made to bring a politically motivated amendment. He asserted that several members of parliament have expressed their dissent in the Joint Parliamentary Committee (JPC) report, highlighting the constitutional negligence caused by this bill.

"Currently, there is an act that manages Waqf properties, and instead of focusing on how the government can better implement this act, an attempt has been made to bring a politically motivated amendment," he said while speaking to the news agency ANI.

"When the Bill will be discussed in the Parliament, it will become clear how the government brought this bill without any preparation," Gogoi added.

The Bill comprises 536 sections, 23 chapters and 16 schedules in just 622 pages. It does not bring in any new taxes, but only simplifies the language of the existing Income Tax Act, 1961.

The six-decade old legislation has 298 sections and 14 schedules. It had 880 pages when the Act was introduced.
