Parliament Gets Ready For A Heavy Legislative Agenda Next Week
A total of 12 Bills are on the government's agenda including seven in the Lok Sabha and five in the Rajya Sabha.
New Delhi: After a relatively calm functioning of Parliament during the second week of Budget session, the government has listed a heavy financial and legislative agenda for the third week beginning Tuesday.

While the first week was a near washout, the second week saw uproar over reports of former Finance Minister P Chidambaram's son Karti Chidambaram's role in Aircel-Maxis deal, the Ishrat Jehan case and speeches by Prime Minister Narendra Modi and Congress vice president Rahul Gandhi.

A total of 12 Bills are on the agenda including seven in the Lok Sabha and five in the Rajya Sabha that have to be taken up during four working days. Monday is a holiday on account of Shivratri.

Among the Bills proposed to be taken up in the Lok Sabha, the most crucial for the government will be the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Bill, 2016.

Realising that with its minority numbers and continuous disruptions it would be difficult to pass the Bill in the Upper House, the government has converted the Aadhaar legislation into a 'Money Bill'. A Money Bill is a legislation which exclusively contains provisions for imposition and abolition of taxes, for appropriation of money out of the consolidated fund and can be introduced only in the Lok Sabha. Rajya Sabha cannot make amendments in a Money Bill passed by the Lok Sabha.

Another important Bill is the Enemy Property (Amendment & Validation) Bill 2016 to replace an Ordinance.

Prime Minister Narendra Modi will set the tone for the proceedings in the Rajya Sabha when replying to the Motion of Thanks to the President's address in Rajya Sabha on Tuesday.

Rajya Sabha is expected to take up for consideration the National Waterways Bill 2016 and Whistle Blowers Protection (Amendment) Bill 2015, which were approved by Lok Sabha. Besides the Upper House is also likely to take up the Child Labour (Prohibition & Regulation) Amendment Bill, 2012 which seeks to prohibit employment of children, especially between the ages of 14 to 18, in certain occupations.

Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi had said that the government would like to move the Real Estate (Development & Regulation) Bill which is pending in the Upper House.

During the first two weeks of the ongoing Budget session, both Houses passed the Election Laws (Amendment) Bill 2016 giving voting rights to the people who became Indian Citizens following the exchange of conclaves between India and Bangladesh. Rajya Sabha passed two other Bills.
