The contentious Government of National Capital Territory of Delhi (Amendment) Bill, 2023, which aims to take away control over posting of officers from the Delhi government, was passed in the Lok Sabha today as the Opposition staged a walkout. Union Home Minister Amit Shah addressed both the houses over the bill.
The Digital Personal Data Protection Bill, 2023 was also taken up in the Lok Sabha. The opposition INDIA bloc has opposed the Digital Data bill demanding a reconsideration by parliamentary standing committee. The bill empowers the Central Government to make rules in connection with the affairs of the Government of National Capital Territory of Delhi including the functions, terms and other conditions of service of officers and employees.

The Government of National Capital Territory of Delhi (Amendment) Bill, 2023 was passed in Lok Sabha by a voice-vote. The Opposition walked out of the Lok Sabha. The Lower House has been adjourned and will meet again tomorrow.

Union Minister Piyush Goyal today urged the opposition to not disrupt the proceedings of the Parliament. He said that the government is willing to have a discussion on Manipur, but it will have to be slotted by the Speaker.
On the eleventh day of the Parliament Monsoon session on Thursday, several MPs from opposition parties gave notices in Rajya Sabha, seeking a discussion on the Manipur issue at length under Rule 267. Congress chief Mallikarjun Kharge and Rajya Sabha chairman Jagdeep Dhankhar had a playful exchange in the house over the notice. The notice still hasn't been taken up.
Rajya Sabha Chairman Jagdeep Dhankar hit back at Leader Of Opposition Mallikarjun Kharge for accusing him of defending the PM and not issuing a directive for him to appear in the house and speak on the Manipur issue. "PM Modi has been recognised on the global level. He is not required to be defended by me. I am only here to defend the constitution," he replied.
"I will invite floor leaders in my chamber at 1 pm. We will accomodate a discussion on Manipur irrespective of time constraint," Rajya Sabha Chairman Jagdeep Dhankar said.
Opposition leaders continued to raise slogans and holding placards in the Lok Sabha during Question Hour demanding the Prime Minister to speak on the situation in Manipur in the Parliament.
